Following bloody rioting in October 1988 the single party state in Algeria initiated a democratisation programme. One of the first parties to be legalised was the the Front de Islamique Salut (the Islamic Salvation Front or FIS). In local elections in June 1990 and then in the first round of parliamentary elections in December 1991 the FIS won the majority of seats. The army stepped in and cancelled the election process and banned the FIS.

The five years since have seen a massive civil conflict envelope every mode of life in Algeria - with intellectuals, journalists, politicians, musicians and most of all thousands upon thousands of innocent men and women murdered by the Islamist guerilla groups and the equally callous security forces.

Currently the armed Islamist guerilla groups are splintering and continuing to target the military, civilian gatherings, communal guards and intellectuals, whilst the army-led government prepares for municipal elections at the end of the year.

Allies of President Zeroual formed a political party in March to contest seats in the upcoming elections and the legislative elections held June 5, 1997. This party - the National Democratic Rally (RND, Rassemblement National Democratique) - won 155 of the 380 seats in the Algerian Popular Assembly, with the pro-government FLN winning a further 64 seats. Moderate Islamist parties HAMAS (now HMS) and al-Nahdah won 25% of the seats between them. The third tier of government - the local councils were voted for on October 25, 1997. The turn-out was as low as the 1991 elections and the RND only managed to get the slight majority the FIS had gotten in December 1991.

Protests ensued from all sides - claiming voting irregularities and widespread fraud. Street protests took place. This process means little as constitutional changes in late 1996 rendered the Assembly largely powerless and gave unelected (read military) offices veto powers.

Opposition parties have called for US diplomatic intervention and for foot soldiers and lower officers to turn on their commanders. The government has claimed to have killed GIA boogeyman Zouabri and have released moderate FIS leaders from prison (including FIS leader, Abassi Madani).

At present there are four main Islamist guerilla groups:
the Army of Islamic Salvation (AIS)
the Armed Islamic Group (GIA) led by Mouloud Hebbi
the Armed Islamic Group (GIA) led by Antar Zouabri
(reportedly killed on 22 July 1997 -- his third death so far! )
and, the Islamic Movement for Preaching and Jihad (MIPJ) led by Mustapha Kertali
There are in addition at least five additional groups either associated with or splintered from the above four:
Farid al-Darki's faction (Zouabri),
Ukasash faction (Zouabri),
Abd al-Rashid (AIS),
Aqil's wing (AIS) and the newly formed
Islamic League for the Call and Djihad (LIDD).

AL-QUR'AN: The War

The Almighty Says: "In a believer they respect not the ties either of kinship or of covenant! It is they who have transgressed all bounds." S.9-A.10 The Algerian Muslim people are performing a sour Jihad to cleanse the land from the remaining effects of Crusade colonization and to establish a guided Islamic State on the way of Prophethood and the guidance of Salaf. ...

This Communique is meant to enlighten the Muslim public opinion and to immunize it against falling victim to the oppressive regime local media publicity and its extension in world media. It is meant to expose world silence to the horrible crimes perpetrated by all institutions of this regime.

The oppressive regime has turned the security system into renegades of mercenaries and thieves, working as a torturous machine practicing in its hiding places all kinds of psychological and physical torture, rape and institutionalized executions by POLICE, DARAK and ARMY in addition to the special forces trained as killers.

JIHAD IN ALGERIA IS A SHRI'A OBLIGATION TO ESTABLISH THE RULE OF ALLAH AND TO GAIN FORGIVENESS FOR THE CRIME OF RULING BY THE RULE OF MAN, The Almighty Says: "But verily thy Lord, to those who leave their homes after trials and persecution, and who thereafter strive and fight for the faith and patiently persevere, thy Lord after all this is Oft-Forgiving. Most Merciful." S.16-A.110.

We List the Following to ensure the truth and void the evil:

1. The noble reason for Jihad is to please the Almighty because it is a continuous and non-stop obligation to the day of Judgement.

2. Goal of Jihad is establishing the God's Rule on earth by reviving the guided Islamic State (Al-Khilafah Al-Rashidah) on the way of Prophethood and Salaf guidance.

3. To reach this goal, the oppressive un-Islamic regime must be removed.

4. The nature of Jihad in Aleria is not a battle between two equal forces, but a Jihad between a regime (which controls all of the State Institutions and is supported by world powers especially France..) and un-armed Muslim people of which their Mujahideen sons have stood up with their faith facing the regime's power machine, and using whatever available weapons they extracted from the enemy. That is why it is the right of Mujahideen to use all ways allowed by Shari'a to hit enemy personnel and financial resources.

5. Mujahideen consider anyone aiding the oppressive regime, an enemy of Allah and His messenger, peace and blessings be upon him, and as a result he/she becomes a military target of Jihad and for Mujahideen.

6. Mujahideen are abiding by Shari'a in all of their operations, ways and means.They are obeying the creed of Ahl Al-Sunnah Wal-Jama'at.

7. Mujahideen are not launching blind terror as portrayed in un-Islamic Western media. It is the Western regimes which use all available means possible and which perpetrate the worst crimes. Mujahideen are performing a clear struggle with identified goal and means. It is none of our plans to kill innocent civilians if it was not proven that a person is a collaborator or an aide to the regime. And even then, punishment does not come until after repeated warnings and after positive proof is obtained.

8. We pledge in front of God, then our Muslim people, that Mujahideen are strictly abiding by the rule of Allah and Shari'a, at all levels and in all fields. Based on this if any violations or mistakes are committed against personnel or property, then Mujahideen are obliged to correct the violation by compensation and apology ... The un-Islamic regime oppressive practices which are backed by France were never seen except during the French occupation over 132 years and which is still continuing today. France is now a full partner in Genocide by paying mercenaries and rewarding its agents and financing arms deals.

Oppressive forces of the regime are committing crimes against our people on a daily basis, some of these are:

1. Execution of innocent civilians to avenge Mujahideen operations just like France did before. We list as an example in recent days the killings of 49 civilians in Blaida, 13 in Hajoot, 2 boys in Beer Al-Toota, mass executions in Algiers, Sharariyah, Eucalyptus, Oued Aiyache, Bir el-Khadem, el-Kobba Labiar, Bab El-Oued, el-Badr, also in Constantine, el-Ouras and Mostghanem.

2. Arresting women and mass raping them in police stations, an example is the incident of el-Djebal neighborhood where enemy soldiers were heard over the walkie-talkies joking about a Muslim woman who they arrested and they will have fun all night playing with her body.

3. Destruction of Mosques as an oppressive measure against civilians.

4. Psychological and Physical torture which is no longer an exception but an institutionalized and legalized method by the regime in its interrogation centers in order to extract or force confessions and to satisfy the regime sadistic thirst of revenge and oppression.

5. Judicial police no longer exists because most prisoners are interrogated and executed by police force members and not handed over to the so called Judicial authorities or the attorney general, some examples: Mohammad Hamel: Arrested in Awlad Salamah, then executed Mokhtar Djilani, head of the people's council of Boumerdas State: killed in the police station of Bab El-Oued. Dr. Ahmad Boulares, Physics Professor in Blaida University, executed Ahmad Al-Zawi, Secondary teacher in Ibn Zarqa, executed by police. Many relatives of Mujahideen have also been executed

6. Hundreds of families are homeless after the regime destroyed their homes with the excuse of aiding Mujahideen (An Israeli Tactic) in order to terrorize the population and discourage them from helping Mujahideen.

7. Un-Islamic regime soldiers have legalized the stealing of our people's money. When they raid houses under the cover of searching for Mujahideen, they take everything they see of Jewlery, money, furnature, cloths, appliances and whatever they like and no one dares to question them since the result would be instant execution on the spot. These soldiers are longer humans, they are only loyal to those who pay them. Corruption and bribery is widespread amid the regime ranks as a result.

We put these facts about this apostat, un-Islamic agent regime which sold our lands and destroyed our people with its soul goal of eliminating Islam, these are only examples and not statistics...

We make this call not to ask for help, for Jihad in Algeria eversince its beginnings did not rely on any foreign help however the source, in order to stay independent in making its decision in the field and in order to keep that decision only with Mujahideen....

We want to convict in this call the silence of "Democracy" preachers and worshippers, and those who advocate Human Rights and others who sing the songs of intolerence and people's freedom, we convict their silence for the crimes of the regime, and convict their un-conditional suport for the regime in oppressing and killing civilians, and their denial of the Muslim people to live freely under Islam.

We convict the traitor leaders of our Muslim lands who have only one goal that is to lead our Muslim peoples all over the world in submitting to the new world order, and we convict these rulers' use of their armies and police as terror tools to terrorize civilians and guard Western Interests.

We assure our brothers to be confident, and we call our enemies to become upset, because the Jihad in Algeria is now in a single united frame, in its policies, system, organization and decision. And everyday there are victories with the Help of Allah, and the ultimate victory is nearing however the sacrifices and endurance, because the price is always compatible with the greatness of the cause, and our cause is the worship of Allah....

Do not be fooled by the regime propaghanda for the Armed Islamic Group is abiding by Shari'a in all aspects of its activities inside and outside.

AL-QUR'AN: The War Allah Almighty Says: "O ye who believe! If ye will help the cause of Allah, He will help you, and plant your feet firmly. But those who reject Allah, for them is destruction, and Allah will bring their deeds to naught. That is because they hate the revelation of Allah; so He has made their deeds fruitless."

Algerian forces kill 90 rebels Algeria, Local, Algerian troops have so far killed more than 90 rebels in a huge continuing operation, an Algerian newspaper said on July 21. Armed islamic Group (GIA) chief Antar Zouabri, 27, might be among the trapped men in a rugged area near Attatba in Blida province, about 50 km south of Algiers, L'authentique newspaper said.

-- The head of Algeria's Armed Islamic Group (GIA), Antar Zouabri, known as one of the country's most ruthless militants, has been killed by security forces in an ambush, sources close to the security services said yesterday.

``He was killed Tuesday with other members of the armed group,'' one of the sources said, adding that he died in a tunnel in Attatba region, between Tipaza and Blida, south of Algiers. Zouabri, 27, is at least the eighth GIA chief to die since December 1992, when the group issued its first communique. One leader, Mansouri Meliani, was executed by firing squad in 1993. Algiers blames the GIA for massacring hundreds of people. Most had their throats cut, including babies, young girls and women.

Civil War In Algeria

The start of the Muslim fast of Ramadan has been utterly disfigured in Algeria by some of the most pitiless and ferocious incidents of terrorism and state retaliation to have been seen in the five years since the conflict started there. Alas, the fifth anniversary of the Algerian army's cancellation of elections which it expected the Islamic opposition to win holds out no prospects of an internal reconciliation between the Algerian state and its assailants. But the intensification of the conflict has raised once again the desirability of international involvement in bringing it to a negotiated settlement.
If Algeria is not to become another Bosnia, Lebanon or Somalia on Europe's doorstep and if the neighbouring Maghreb and Arab states are not to be engulfed in a conflict that could easily spread beyond its borders it will be necessary to intensify the search for a basis on which such a settlement could be reached. There is no sign that President Lamine Zeroual is willing or able to make such a move towards the several opposition groups who would be ready for such an initiative. In his speech on Friday evening he promised intransigent continuation of the eradicationist policy towards the Islamic terrorist groups which led his government to boast in a lamentably premature and over-confident fashion at the end of last year that they had wiped out "all but remnants" of them. At the same time he has announced that a further round of elections will be held later this year. He has also said that Arabic will become Algeria's official language by July 1998, in an effort to distance himself from the country's French-speaking governing class.

Algerian forces prevent opposition rally on violence

The government also ordered independent newspapers on Saturday not to play into the hands of "terrorist propaganda". Algerian authorities have draconian powers over the press but independent papers have walked a tightrope in giving details of killings, uncleared by the authorities who until recently repeatedly said only "residual terrorism" remained.
Algeria's main independent dailies all reported more killings in the conflict which broke out five years ago after the authorities cancelled a general election dominated by the Islamic Salvation Front. Le Matin said more than 250 people had been killed in the two weeks since the start of the Muslim holy month of Ramadan on January 10th. - (Reuter)

Algerian security forces killed 6 suspected terrorists on Wednesday on the outskirts of Algiers, La Tribune reported yesterday. El Watan paper said yesterday that last Sunday 11 civilians were killed at a false checkpoint near Djelfa, some 235 miles south of Algiers.
