poised to win. Algeria achieved independence in 1962. At
that time nearly 2 million descen dants of Fr. settlers
("pieds noirs") returned to France as did 700,000
Algerians. Today there are about 5 million Muslims (of 75
million French population) living in France. France is
providing abo ut $1 billion to Algeria in loans and grants
and importing about $1 billion worth of natural gas.

Following bloody rioting in October 1988 the single party state in Algeria initiated a democratisation programme. One of the first parties to be legalised was the the Front de Islamique Salut (the Islamic Salvation Front or FIS). In local elections in June 1990 and then in the first round of parliamentary elections in December 1991 the FIS won the majority of seats. The army stepped in and cancelled the election process and banned the FIS.

But the intensification of the conflict has raised once again the desirability of international involvement in bringing it to a negotiated settlement. If Algeria is not to become another Bosnia, Lebanon or Somalia on Europe's doorstep and if the neighbouring Maghreb and Arab states are not to be engulfed in a conflict that could easily spread beyond its borders it will be necessary to intensify the search for a basis on which such a settlement could be reached. There is no sign that President Lamine Zeroual is willing or able to make such a move towards the several opposition groups who would be ready for such an initiative. In his speech on Friday evening he promised intransigent continuation of the eradicationist policy towards the Islamic terrorist groups which led his government to boast in a lamentably premature and over-confident fashion at the end of last year that they had wiped out "all but remnants" of them. At the same time he has announced that a further round of elections will be held later this year. He has also said that Arabic will become Algeria's official language by July 1998, in an effort to distance himself from the country's French-speaking governing class.
